Credit where it’s due: the authorities did not try to "cover up" for their disgraced representatives. Each person implicated in these scandals was publicly punished. Through numerous "beheadings" the composition of the Verkhovna Rada has already shrunk to 403 deputies, from a "healthy norm" of 450. And the leadership of the single-party majority threatens to thin parliamentary ranks even further. Who’s next in line to go?

The leadership of the Verkhovna Rada imposed an additional sieve for freedom-loving representatives. After the investigation "Battalion Monaco" and the bizarre trips of Mykola Tyshchenko to MPs’ receptions in Thailand (the politician was expelled from the president’s faction), they began to study MPs’ reasons for traveling abroad more carefully. But everyone already admits: these rules were interpreted so broadly and creatively that they hardly restricted anyone’s movements.

Thus, last month it became known that the former head of the budget committee, now deputy head of the Committee on National Security and Defense Yurii Aristov calmly vacationed with his family at an upscale hotel in the Maldives. He went to the paradise islands after completing his perfectly legitimate business trip to the NATO summit. Such tricks greatly outraged Aristov’s faction colleagues and, most importantly, the country’s top leadership.

On this matter, without naming names, even President Volodymyr Zelensky commented: "Those who think about spending more time abroad and look for ‘convenient’ business trips to combine with business, friends, or beaches — there won’t be any of you." Another offender who also "voluntarily" no longer wants to be an MP is "Servant" Andrii Kholodov, who is the godson of Viktor Medvedchuk’s fugitive godfather and attended the wedding of Medvedchuk’s stepson. Interestingly, in both Kholodov’s and Aristov’s cases tough measures were taken only after the media learned about their trips. The head of the single-party faction, Davyd Arakhamia, assures that, at least in Aristov’s case, he was unaware of such nuances of the "business trip."

One concerns the travels of one of the main business lobbyists within the single-party majority, MP Maryan Zablotsky. He twice received the anti-award "Golden Scythe" for actions in corporate interests of the tobacco industry. Zablotsky was also credited with lobbying the interests of agrimagnate Andrii Verevskyi and the company Kernel, and now he heads the inter-factional group "For Anti-Corruption Tax Reform" — an idea promoted by Deputy Head of the President’s Office Rostyslav Shurma.

Ill-wishers claim that the MP allegedly left on 20 April for a five-day trip abroad together with his assistant, without having a business trip or vacation signed by parliament leadership. The Committee on Finance, Tax and Customs Policy, which Zablotsky should have informed about his trip, noted that from 20 to 26 April the deputy indeed had no business trips or vacations registered.

Besides MPs who organized unauthorized outings, there are those who disappeared for a long time. As is known, even before the full-scale invasion about a dozen MPs left the country "for good." Those were the figures given by Speaker Ruslan Stefanchuk after two months of the big war — at the end of April 2022 year. By the anniversary of the invasion the Rada had already stripped 17 deputies of their mandates, most of whom must be sought outside the country. Most of them predictably represented the now-disbanded pro-Russian Opposition Platform — For Life.

Since the beginning of 2023 year 14 MPs have not voted in the Rada even once, 10 of whom have already lost their mandates.

So who are the four who disappeared but still retain their deputy status?

One is a leader of the parliamentary group For the Future, Ihor Palytsia.

Each of these figures is interesting in its own way.

Former head of the Volyn Regional Council Ihor Palytsia is a long-time ally and business partner of the disgraced Ihor Kolomoisky; the deputy has a spare cozy "hideout" on the Riviera in Cannes.

Anzhelika Labunska is considered close to billionaire Kostyantyn Zhevago, who is under an investigation in France under a non-departure order and faces many questions from law enforcement agencies.

Once very public, Serhii Shakhov is wanted in a case of inaccurate asset declaration. His Facebook page is regularly updated, but its content has nothing to do with parliamentary work. The leadership of the Verkhovna Rada unofficially explain that they can strip mandates only from those who themselves submitted the appropriate statements or from those who lost Ukrainian citizenship by presidential decree. It was after loss of citizenship that mandates were "confiscated" from a number of OPZZh deputies and from "Servant" Ihor Vasylkovskyi, who was suspected of having a Bulgarian passport. But applying the provision of article 81 of the Constitution (regarding early termination of a deputy’s powers on the grounds of permanent residence abroad) seems unrealistic, because the State Border Service does not provide access to the personal data database.

If you narrow the statistics to a shorter period — from the beginning of summer to August this year — six more colleagues are added to the listed MPs who haven’t voted since the start of the year. Leros has his own reason for not attending the session hall: parliament itself banned him from the chamber until the end of the session for the same "middle finger to Zelensky." Although later the disgraced "ex-Servant" won a court case against the Verkhovna Rada on this matter and promised to force his way back to the workplace, he did not implement his plans.

Set up others

Of course, not all MPs who cross the border during wartime intend to sunbathe on beaches. Some parliamentarians are periodically absent because they participate in PACE, OSCE meetings, and visits to various international bodies.

After loud scandals involving colleagues, some MPs complain that Bankova decided to react to violations too literally — a directive has been sent to border posts prohibiting officials and MPs from leaving the country. And in order to obtain such permission at the border one now needs phone blessing from the President’s Office and almost the personal sign-off of its head, Andrii Yermak, in each specific case.

Opposition MP from European Solidarity Oleksii Honcharenko, who is sometimes accused of excessive PR during foreign trips, spoke about the new unofficial rules. However, Honcharenko later admitted to Glavcom that he had not yet heard of cases where officials or deputies were "turned back" right at the border.

Nevertheless, head of the parliamentary delegation to PACE, which includes Honcharenko, Mariia Mezentseva of "Servant of the People," assures Glavcom: there are no complications for MPs in obtaining permits to cross the border. But she adds a caveat.

"Every trip of an individual deputy or a delegation always ends with a report submitted to the speaker: who was where, whom they met, what was achieved," Mezentseva says. "Besides delegation work, I have other diplomatic duties, and each time I submit separate reports. On the contrary, I believe the procedure for getting permits is currently simplified: approval from the foreign affairs committee is not required, only from the committee that the deputy represents, the vice-speaker, and the speaker. There are no problems, and every business trip submitted on time is stamped. But cases where a person goes to one place and then hops somewhere else cannot happen. У період важкого контрнаступу суспільство особливо чутливо сприймає скандали, в які втрапляють державні діячі. Останній місяці в зоні особливої уваги – народні депутати, зазначає видання «Главком». І справа вже навіть не в лобіюванні шкурних законопроєктів чи відвертій корупції. Йдеться про вільний виїзд в своїх особистих справах за кордон. Лише протягом липня на гарячому відпочинку були спіймані кілька «слуг народу». І це в той час як урядовці нарікають, що простий народ якось занадто розслабився і кайфує замість того, аби більше працювати на перемогу.

Так, минулого місяця стало відомо, що колишній голова бюджетного комітету, а нині заступник голови комітету з питань національної безпеки та оборони Юрій Арістов спокійно відпочив з родиною в елітному готелі на Мальдівах. На райські острови він подався після того, як відбув своє цілком легітимне відрядження на саміті НАТО. Такі хитрощі дуже обурили колег Арістова з фракції, а найголовніше – вище керівництво держави.

Після оприлюднення цієї інформації Холодов також написав заяву про складання мандату нібито через те, що не може одночасно займатися лікуванням дружини та дитини і працювати депутатом.

Цікаво, що і у випадку з Холодовим, і у випадку з Арістовим жорсткі заходи були вжиті тільки тоді, коли про їхні вояжі дізналися ЗМІ. Керівник фракції монобільшості Давид Арахамія запевняє, що, як мінімум, у випадку з Арістовим був не в курсі таких нюансів його «відрядження».

Втім, Арахамія також зауважив, що до відпочинку своїх депутатів буде ставитись диференційовано: так, наприклад, «слуга» Богдан Торохтій не буде покараний за свій відпочинок у Болгарії і захоплення його родини елітними автомобілями під час війни, бо їздив за кордон по дитину, а його дружина сама по собі є дуже заможною.

Але згодом Арахамія свою думку кардинально змінив – ініціював виключення Торохтія з фракції та закликав того скласти мандат. На думку голови фракції, його підопічний мав час, аби пояснити свою поведінку під час війни і спробувати якось реабілітуватися: наприклад, продати одну зі своїх коштовних автівок та передати кошти на потреби оборони. Останньою краплею, після якої терпець Арахамії увірвався, нібито стала інформація щодо отримання Торохтієм бюджетної компенсації за оренду житла.

Неприємності, до того ж, куди більші, ніж просто втрата депутатства, – можуть виникнути й у колишньої «нестерпної дитини» «Слуги народу», а нині позафракційного Олександра Дубінського. СБУ та ДБР провели у депутата обшуки через підозру у тому, що він виїжджав за кордон не для супроводу батька для лікування, як зазначав, а задля власного романтичного відпочинку у Барселоні. Дубінському, як і Арістову, загрожує справа щодо підробки документів.

Зовсім свіжий випадок з перетином кордону стосується сина народної депутатки Олени Копанчук, Дмитра Копанчука – депутата Рудківської міськради Львівської області (також від «слуг»). Він кілька разів виїздив з країни як водій-волонтер через відому за численними зловживаннями системою «Шлях». Востаннє Копанчук перетнув кордон заради супроводу свого батька з другою групою інвалідності ще 1 січня, але, на відміну батька, в Україну так і не повернувся.

І це – лише історії, що набули розголосу. Окрім них, є ті, про які ЗМІ ще не повідомляли, а от окремі телеграм-канали вже смакують деталі цих історій. Одна з них про подорожі одного з головних бізнес-лобістів у складі монобільшості, нардепа Мар’яна Заблоцького. Він двічі ставав володарем антипремії «Золота коса» за дії в корпоративних інтересах тютюнової індустрії. Також Заблоцькому приписували лобіювання інтересів агромагната Андрія Веревського і компанії «Кернел», а зараз він очолив міжфракційне об’єднання «За антикорупційну податкову реформу» – цю ідею просуває заступник голови Офісу президента Ростислав Шурма.

Недоброзичливці запевняють, що нардеп нібито виїхав 20 квітня на п’ятиденний відпочинок за кордон разом зі своєю помічницею, не маючи підписаного керівництвом парламенту відрядження або відпустки. В комітеті з питань фінансів, податкової та митної політики, який Заблоцький мав би проінформувати про свій виїзд, зауважили, що з 20 по 26 квітня жодних відряджень і відпусток у нардепа дійсно не було.

Він продовжував отримувати зарплату в цей час та повідомив комітет окремим листом про присутність в Україні після того, як інформація про виїзд з’явилася в ЗМІ. Але тут доводиться вірити депутату на слово, оскільки доступу до даних прикордонників комітет не має. Подальшого розвитку ця загадкова історія досі не отримала попри безкомпромісну позицію президента у питанні несанкціонованих вояжів.

Забули дорогу

Окрім депутатів Верховної Ради, які влаштували собі несанкціоновані прогулянки, є й такі, хто взагалі надовго зник. Як відомо, ще до початку повномасштабного вторгнення виїхали за кордон «з кінцями» близько десятка нардепів. Такі цифри надавав спікер Руслан Стефанчук після двох місяців великої війни – наприкінці квітня 2022 року. На річницю вторгнення Рада вже позбавила мандатів 17 депутатів, більшість з яких треба шукати за межами країни. Більшість з них очікувано представляла розформовану нині проросійську «Опозиційну платформу – За життя».

З початку 2023 року у Раді жодного разу не голосувало 14 нардепів, 10 з яких вже втратили мандати.

А про лідера серед «прогульників» ще в мирні часи Христенка, схоже, всі просто забули. Цей мажоритарник із округу в Бахмуті та Лимані разом з дружиною виїхав з України напередодні російського вторгнення і з тих пір місце його перебування невідоме. Але при цьому, на відміну від багатьох своїх колег з ОПЗЖ, він досі лишається депутатом.

У керівництві Верховної Ради негласно пояснюють, що можуть позбавляти мандатів лише тих, хто сам подав відповідні заяви або у кого забрали українське громадянство указом президента. Саме після втрати громадянства були «конфісковані» мандати у низки депутатів від ОПЗЖ та «слуги» Ігоря Васильковського, у якого запідозрили наявність болгарського паспорта. А от застосувати норму статті 81 Конституції (щодо дострокового припинення повноважень депутата на підставі його виїзду на постійне проживання за межі України) ніби нереально, бо Держприкордонслужба не надає доступу до бази персональних даних.

Якщо звузити статистику до коротшого періоду – з початку літа по серпень цього року – то до перелічених нардепів, які не голосували з початку року, додаються ще шість їхніх колег. У «Слузі народу» запевняють: єдина їхня представниця в цьому неприглядному списку – Анастасія Ляшенко – зараз перебуває у декретній відпустці. У Лероса – своя причина не відвідувати сесійну залу: йому це заборонив сам парламент до кінця сесії за той самий «середній палець Зеленському». Хоча пізніше опальний "ексслуга" виграв у Верховної Ради суд з цього приводу і пообіцяв прориватися до робочого місця силою, свої плани він не втілив.

Звісно, не всі депутати, які перетинають кордон у воєнний час, ставлять собі за мету погрітися на пляжі. Частина парламентарів періодично відсутня через участь в засіданнях ПАРЄ, ОБСЄ та візити до різноманітних міжнародних структур.

Після гучних скандалів з колегами деякі депутати скаржаться, що Банкова вирішила реагувати на порушення надто буквально – на прикордонні пости розіслана вказівка про заборону на виїзд за кордон чиновників та нардепів. А задля того, аби все-таки цей дозвіл отримати, вже на кордоні потрібно отримати телефонне благословіння з Офісу президента та ледь не особисто від його голови Андрія Єрмака у кожному конкретному випадку.

Про нові негласні правила розповів опозиційний нардеп від «ЄС» Олексій Гончаренко, якого іноді звинувачують в надмірному піарі під час закордонних поїздок. Щоправда, Гончаренко згодом зізнався «Главкому», що поки не чув про випадки, коли чиновників та депутатів «завертали» прямо на кордоні.

Втім, голова парламентської делегації в ПАРЄ, до якої входить Гончаренко, Марія Мезенцева зі «Слуги народу», запевняє «Главком»: жодних ускладнень для отримання дозволів для перетину кордону у депутатів немає. Проте робить ремарку.

«Кожна поїздка чи окремого народного депутата, чи делегації, завжди завершується звітом, який подається спікеру: де хто був, з ким зустрічався, чого досяг, – розповідає Мезенцева. – У мене, окрім делегації, є ще інша дипломатична робота, і кожного разу я подаю окремі звіти. Навпаки вважаю, що процедура отримання дозволів у нас наразі спрощена: не потрібне погодження комітету з закордонних справ, тільки комітету, який представляє нардеп, віцеспікера і спікера. Жодних проблем немає, і кожне відрядження, подане вчасно, візується. Але таких випадків, коли людина їде в одне місце, а потім кудись перескакує, не може бути. Такі «тури відпочинку» просто дискредитують інших депутатів під час війни».

Журналісти видання «Главком» звернулися до Верховної Ради, аби отримати повні списки парламентарів, яких станом на 24 лютого 2022 року, 1 січня 2023 року та 31 липня 2023 року не було в Україні і дізнатися причини їхнього виїзду за кордон. Проте відповідь, попри встановлені законом терміни, редакція видання так і не отримала.
