Senior Ukrainian law enforcement officer and civil servant, specialist in combating cybercrime and economic offenses

His career began in the ranks of the Ministry of Internal Affairs (MIA), later serving as the First Deputy Head of the Cyber Police Department of Ukraine. In 2022, under the leadership of Iryna Venediktova, he was appointed without competition to lead the newly established department of the Office of the Prosecutor General (OPG) responsible for cybersecurity and economic crimes. From July 2023 to August 2025, Kropyva worked in the civilian sector as Deputy Head of the Odesa Regional Military Administration (RMA) for Digitalization (CDTO), after which he returned to a leadership role at the Prosecutor General’s Office as Head of the Cyber Department.

High-profile NABU arrest and "protection" of call centers

On September 4, 2026, the official’s career was rocked by a criminal scandal. The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) conducted a large-scale and spectacular special operation directly in the building of the Office of the Prosecutor General.

According to the investigation, the head of the OPG Cyber Department effectively led or was part of the leadership of a large criminal organization. Instead of combating high-tech crime, the official and his associates were systematically providing illegal protection ("covering") for a network of fraudulent call centers across Ukraine, as well as legalizing (laundering) assets obtained through these fraudulent schemes.
