Former Deputy of the Dnipro City Council and "Honored Builder of Ukraine"

Who he is. Born May 12, 1971, in Dnipro; entrepreneur, Honored Builder of Ukraine (2019), deputy of the Dnipro City Council of the IV, V, VI, and VII convocations — each time under different party banners, and chairman of the board of the Construction Chamber of the Dnipropetrovsk region. An interesting detail: in his 2018 declaration, Turchyn modestly reported owning a single apartment in Dnipro (30.9 m²), in which he lives with his family "under the rights of free use."

The investigation suspects Turchyn of organizing a large-scale scheme for reselling others’ apartments — already in the capital's residential complex in Pechersk.

According to "Ukrainska Pravda" citing law enforcement agencies, Turchyn organized a major fraudulent scheme involving apartment resales: he acquired corporate rights to a group of companies that owned several unfinished buildings in the city center, including the "Delmar" residential complex in Pechersk. The catch was that most apartments there had already been sold to investors, and the property rights for another 50 apartments legally belonged to one of Ukraine's state banks by court decision. Thus, according to the investigation, they were "selling" what already had owners.
