Born on July 13, 1971, in Kryvyi Rih. Mechanical engineer, since 1989 — fitter at Inhuletskyi Mining and Processing Plant. People's Deputy of the VIII convocation from the "Opposition Bloc." He built his career in Kryvyi Rih — from technical positions to deputy mayor.

Rotten meat in school canteens

During his tenure as first deputy mayor of Kryvyi Rih, a scandal erupted: according to the head of the city police department, officials of the city administration fed schoolchildren rotten meat for a year. Sources in the city council stated that the organization of an underground sausage workshop was proposed by Halchenko himself, who allegedly also led the municipal enterprise "Chladon," responsible for school meals, to bankruptcy.

According to the assessment by "Slovo i Dilo" (Word and Deed), Halchenko fulfilled only 17% of his election promises — in particular, he did not develop a state rehabilitation program for ATO participants and did not promote administrative-territorial reform.
