Former Mayor of Sumy (2014–2024) — detained by NABU/SBU on a 2.1 million UAH bribe

Mayor of Sumy from "Batkivshchyna" since 2014. Born in Moscow, raised in a military family. Re-elected in 2020 in the second round. On October 2, 2023, detained by the SBU and NABU together with the director of the housing and communal services department, Oleksandr Zhurba, directly during the receipt of a 2.1 million UAH bribe from a waste removal company. The scheme had been operating since November 2022 — entrepreneurs were forced to pay a "tribute" under threat of artificial business obstacles. On October 3, both were charged under Part 4, Article 368 of the Criminal Code of Ukraine (bribery); the High Anti-Corruption Court arrested Lysenko until December 2, 2023, with bail set at 3 million UAH. On October 6, he was released on bail, and on October 9, suspended from office.

Resignation by council decision, case sent to court — and mobilization to the Armed Forces

On January 31, 2024, the Sumy city council voted to prematurely terminate his powers. In September 2024, the bribery case was forwarded to court. In March 2025, Lysenko announced that he had been mobilized to the Armed Forces and is undergoing training at a training ground. The case against him remained in court at the time of mobilization.
