Native of Lviv (born October 15, 1975), engineer-economist, PhD in Economics. Before politics — financier and top manager: CEO of Lvivkholod TVC, and in 2017–2019 — in Rinat Akhmetov's structures (Deputy Director General of DTEK Zahidenergo, Director of the Burshtyn TPP); he denied personal acquaintance with Akhmetov. Head of Ivano-Frankivsk Regional State Administration (2019–2020), then Prime Minister from March 4, 2020 to July 17, 2025 (a record of over 5 years), Minister of Defense (July 2025 – January 2026), and from January 14, 2026 — First Vice Prime Minister – Minister of Energy (currently in Serhiy Koretsky's government).
Energy sector after “Midas”
Shmyhal received the energy portfolio immediately after in November 2025 the National Anti-Corruption Bureau of Ukraine and Special Anti-Corruption Prosecutor's Office announced a kickback scheme in Energoatom (operation “Midas”/“Mindichgate”) worth around $100 million, involving Tymur Mindich and former ministers Herman Halushchenko and Svitlana Hrynchuk. Shmyhal himself is not listed as a suspect in this case, but now he manages the sector shaken by it.

According to "Slidstvo.Info" (2025), Shmyhal's wife Kateryna owns a premium-class car not declared in his declarations. Overall, he declares a house, a 2200 sq. m. plot in Lviv region, a garage, and an income of approximately 3.4 million UAH; as of 2019, the family held $235,000 in cash, and the majority of income came from salary at DTEK.
