The Verkhovna Rada approved the list of parliamentary committees and their leaders

The Verkhovna Rada of the 9th convocation approved the list and numerical composition of the committees. Resolution No. 1003 was adopted with the votes of 318 people's deputies at the first sitting of the first session of the newly convoked parliament on 29 August.

Thus, in the 9th convocation of the Verkhovna Rada there will be a total of 23 committees with a minimum membership of five people's deputies and a maximum of 34 members:

Committee on Finance, Tax and Customs Policy;

Committee on Budget;

Committee on Economic Development;

Committee on Humanitarian and Information Policy;

Committee on Youth and Sports;

Committee on Education, Science and Innovation;

Committee on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories in Donetsk and Luhansk Regions, Deoccupation of Crimea, Rights of National Minorities, and Interethnic Relations;

Committee on Digital Transformation;

Committee on Legal Policy;

Committee on Agrarian and Land Policy;

Committee on Anti-Corruption Policy;

Committee on Law Enforcement Activities;

Committee on Energy and Housing and Communal Services;

Committee on Transport and Infrastructure;

Committee on State Building, Local Self-Government, Regional Development, Urban Planning and Housing Policy;

Committee on National Security, Defense and Intelligence;

Committee on National Health, Medical Care and Insurance;

Committee on Environmental Policy and Nature Management;

Committee on Freedom of Speech;

Committee on Rules of Procedure, Parliamentary Ethics and Organization of the Verkhovna Rada of Ukraine;

Committee on Foreign Policy and Interparliamentary Cooperation;

Committee on Ukraine’s Integration with the European Union;

Committee on Social Policy and Protection of Human Rights.

The Verkhovna Rada of the 9th convocation also elected the chairs, first deputies, deputy chairs, secretaries and members of 23 specialized committees that will operate in parliament.

The corresponding decision was adopted with the votes of 299 people's deputies at the first sitting of the first session of the newly convoked parliament.

The Rada adopted the list of committees as a package — 23, with a minimum number of deputies of 5 and a maximum of 34.

Note that the exact list of committees and their numerical composition has not yet been published on the Verkhovna Rada’s website. The Rada adopted the resolution without discussion; some deputies chanted: "Shame", "What are you doing?".

According to preliminary information:

"Servant of the People" - 19 committee chairs and 49 deputy and secretary positions.

"Opposition Platform — For Life" – 1 committee chair, 14 deputies and secretaries.

"Fatherland" - 1 committee chair, 10 deputies and secretaries.

"European Solidarity" – 1 committee chair, 3 deputy and secretary positions.

"Holos" – 13 deputies and secretaries in committees.

Nonaligned — 1 committee chair, 10 deputy and secretary positions.

Under current legislation, a committee of the Verkhovna Rada is a parliamentary body whose main function is lawmaking. Committees are responsible for drafting bills, refining them at the Rada’s request, and issuing opinions and recommendations. A bill is brought to consideration and a subsequent vote in the parliamentary chamber only with the approval of the relevant committee.

In addition, a committee performs organizational and oversight functions, in particular monitoring budget execution within its competence. Each parliamentary faction has its quota for committee representation, which depends on the faction’s numerical strength. At the same time, each member of a committee’s leadership should represent different political forces.
